Premiums charged to policyholders are generally higher than rates for similar policies in the marketplace. By law, MCHA premiums may range from 101% - 125% of the average premium of a comparable individual health insurance policy sold in Minnesota. The MCHA Board of Directors recommends to the Minnesota Commissioner of Commerce a premium rate it believes is necessary and the Commissioner ultimately decides what premium rates will be. The reason premiums are set at levels above those in the private marketplace is to offset the significantly higher-than-usual claims incurred by the high-risk population that MCHA serves.
Premiums paid by the MCHA insured members covers about 50% of the costs needed to operate the MCHA program. The other funding source for MCHA is an assessment on every company that sells health insurance in Minnesota, including companies such as: Blue Cross Blue Shield of MN, Health Partners, Medica and Preferred One.
